If a property manager hires a 3rd party accounting/book-keeping/rent collection company to handle these scopes of work, then are they responsible for calculating the final budget reconciliation to present to the property manager to present to the tenants?

Kind of depends on the scope of service listed in the contract you have with them. It may be easier to have them do it if they are processing invoices and issuing the financials, but I don't know that tenant reconciliations would be something standard in their contract unless so specified.

I believe this is fairly standard for 3rd party managment. However, the managment agreement would be the guiding document.
